This week our story takes place in the Polokwane Magistrate’s Court. We have Rachel Kutumela (43) former police sergeant, the alleged mastermind. She was arrested during working hours, at the Senwabarwana Police Station, whilst her colleagues witnessed the arrest.
The State has accused Rachel of killing Sydney Noko Montja, Joyce Tsela Malesa, Navel Kutumela, Maphari Ephraim Chosi, Jacob Petrus Seakamela and Phuthi Martin Mothata between 2019 and 2024.
According to investigations conducted by the police, some of the nine victims were burned, others were strangled, and one victim was stabbed.

She was arrested in October 2024 along with her daughter Florah Shokane (23), and her sister Anna Shokane (47). Rachel with her daughter and sister allegedly killed nine people for insurance payouts amounting to R10 million.

The state alleges that between 2013 and 2022, Rachel and her sister fraudulently took out life and funeral insurance policies for several of their victims, afterwards claiming R10 million as the beneficiaries.
The insurance payouts were made by various service providers, which included ABSA, Standard Bank, Capitec, Hollard, Assupol, Old Mutual, One Life, and Clientele.
The service providers allegedly shared the proceeds with Florah, the daughter.
According to investigations surrounding Rachel, it is said that she began her killing spree in 2019. It is alleged that her victims were known to her and came from disadvantaged backgrounds. Some of the victims were either disabled or mentally challenged.
“She would take out life and funeral policies on their behalf, making herself the beneficiary. “
“She is currently linked to about six insurance-related murders, and evidence shows she has pocketed at least R10 million,” said Brigadier Athlenda Mathe
The court heard that Rachel was part of a group which were first responders who responded when dead bodies were discovered. She would respond even if it was outside her jurisdiction.
Six other suspects have appeared in court, facing charges of murder and fraud linked to the R10-million insurance fraud syndicate. The seventh suspect linked to these insurance-related murders handed himself over to police. The seventh suspect is Rachel Kutumela’s brother, Robert Shokane.
All six suspects remain in custody until their next court appearance on 25 March 2026, this Wednesday.
Rachel faces 32 charges, including nine counts of murder, twelve counts of fraud, money laundering, receiving proceeds of unlawful activities, and defeating the ends of justice.
Anna (sister) faces three counts of murder. Florah (daughter) faces charges of murder, money laundering, and fraud.
